After a public meeting and
some discussion, the Lassen
Regional Solid Waste
Management Authority
Board of Directors approved
raising gate fees at it's
Tuesday, Oct. 23 meeting.
Rather than raising all the
gate fees a certain percent-
age, some of the fees
remained the same, while
other fees were increased,
and some fees were either
lowered or eliminated.

for specific fee increases. The
fees go into effect on Tuesday,
Jan. 2, 2008.
No one attended the public
hearing and the board
approved the resolution to
increase gate fees on a 3-0
vote. The authority will con-
tinue to offer a free dump day,
The authority has not
increased its rates' since it
formed in September of 1998,
but is anticipating an
increase in operating costs
including changing the
Westwood Landfill into a
transfer station, complying
with State-mandated require-
ments for heavy equipment
replacement and installing a
landfill gas control system at
Bass Hill Landfill to comply
with Assembly Bill 32,
designed to reduce green-
house emissions.
If fess were not increased,
expenses would start exceed-
ing revenues from 2008
through 2023, reversing a
four-year trend. Board direc-
tor Jack Hanson said the fee
increases are still a reason-
able deal and Valentine did a
good job in making the rates
reasonable for customers.
Board vice-chairman Dale
Soul6 also said authority staff
and Valentine did a good job.
Soul6 said money has to be
put away to cover the antici-
pated cost increases.
Prices at Bass Hill Landfill
33-gallon drums The
price for 33-gallon drums
remains the same at $1 per
can with a limit of three cans
per vehicle. More than three
33-gallon drums can be accu-
rately weighed at the Bass
Hill Landf'tll to fairly assess
disposal fees,
Loose garbage and trash
The fee was raised 10 per-
cent from $54 per ton to
$59.40.
Compacted Garbage and
trash -- The fee was raised 10
percent from $46.75 per ton to
$51.42. The fee covers all com-
pacted solid wastes including
those collected from residen-
tial carts and commercial
bins.
Mixed Demolition
Debris The fee was raised
from $46.75 per ton to $59.40
per ton.
The $46.75 fee was adopted
when LRSWMA was formed
in 1998, but autho?ity staff
thought the fee is incorrect as
demolition debris is more dif-
ficul.t to handle than compact-
ed garbage. Prior to the fee
increase, the demolition fee
was $7.25 lower than the com-
pact fee.
Ash-- The authority elim-
inated the $6.75 per cubic
yard fee, but a charge will be
implemented consistent with
t-he loose garbage and trash of
$59.40 per ton.
Fluorescent "tubes -- The
authority implemented a
$1.50 gate fee for the collec-
tion of fluorescent tubes.
People were able to take fluo-
rescent lights to the Bass Hill
Landfill at no charge, but it
costs the Authority $1.50 to
lawfully dispose each fluores-
cent tube.
Special handling fee-
The authority raised its han-
dling fee of $50 per load to $75
per load. The reason for the
increase is because special
handling requests involve
approval from the manager,
coordination with the gate-
house and landfill operations
staff, a special burial and seg-
regation from other wastes,
increased staff and equip-
ment time and immediate
load placement, compaction
and covering.
Fees remaining the same
Clean green wastes,
scrap metal, asphalt, con-
crete and soil There will
continue to be no charge for
green waste, scrap metals,
asphalt, rebar-free concrete
and soil.
Vehicle body -- The $20
fee for vehicle bodies will
remain in place. The fee was
reduced from $45 to $20 three
years ago.
Refrigerators and Air
conditioners The fee for
refrigerators and air condi-
tioners containing Freon will
remain at $15 per item.

Tuesday, Oct. 23 Lassen
Regional Solid Waste
Authority meeting.
Authority Manager Tom
Valentine provided fee rec-
ommendations and fee
assessment is based on either
a volume or a per item basis.
Some of the pricechanges
are:
33-gallon cans -- the fee
was from $1 to $1.50 per can.
The increase was recom-
mended due to the highly sub-
sidized operations at the
transfer stations.
55 gallon drums the
fee was raised from $2 to
$2.50.
,Loose garbage and trash
the fee was increased by
11.1 percent from $6.75 per
cubic yard to $7.50 per cubic
yard.
Compacted garbage and
trash the fee was raised
11.1 percent from $20.25 per
cubic yard to $22.50 per cubic
yard.
Mixed demolition debris
the fee was raised 11.1 per-
cent from $13.50 per cubic
