According to Burns' letter, the nuisance consists of "nu- merous dogs who bark contin- uously at all times of the day and night." Lassen County's barking dog ordinance couldn't apply to Watkins because it requires complaints from three sepa- rate individuals. "We feel like we're in lim- bo," said Lynn Watkins. "He's done nothing. We've not heard anything back from him either way. We're trying to keep the noise down, but we just don't know." The breeder said Burns wrote them the letter advising them they may be subject to criminal penalties because of their dogs, but she doesn't know if her efforts to quiet the dogs have been successful be- cause she hasn't heard from the district attorney. "If he'd send me a letter say- ing we're now in compliance, or if he'd write to us and tell us we're still liable for this, it would make a lot of difference to us," Watkins said. "We'd just like to know where we are. I think it's his responsibility to tell us where we stand with this."
