LassenCounty Times Tuesday, May 1, 2007 9A : By Barbara France Managing Editor bfrance@lassennews.corn City of Susanville staff is looking into the possibility of razing a decaying house and putting in a parking lot. On Wednesday, April 18, the Susanville Community Development Agency rejected bids on the offer to purchase the building located at the corner of Nevada and Roop streets, with actual addresses of 600 Nevada St, 75 North Roop St. and 71 North Roop St, The agency directed staff to put together an estimate of how much it would cost to raze the Victorian-style gray house and put in a parking lot. The agency is made up of the five sitting c0uncilmem- bers -- Mayor Lino Callegari, Mayor Pro tern Rocky Joy, Doug Sayers, Rod DeBoer and Kurt B0nham. The agency owns the build- ing and owes the city about $175,000. If the agency voted to accept one of the bids, it would have reduced its debt by $110,000 but could not say how it would pay the rest of the debt. Bonham said the city needs more parking and though raz- ing the building and making the lot may at first put the agency further in debt, even- tually, it may pay off if the Uptown area had more park- ing. In 2006, the property was appraised at $150,000. The city received two bids. Nor-Con Builders, Inc. owned by John and Jacqueline Nicoli, own- ers of the St. Francis Hotel and Restaurant made a bid of $100,000 and Roger V. Cox made a bid of $110,000. Before the building was advertised for sale, the City Council received a structural evaluation report performed by Pace Civil, Inc. The compa- ny estimated rehabilitation costs to be in the excess of $500,000. The estimate reflected the cost of utilizing state Community Development Building Grant funds to reha- bilitate the property. The city would have had to pay pre- vailing wages and any abate- ment costs associated with lead paint and asbestos con- tamination. In December, city staff received three price estimates from area contractors to raze the structure and haul away the debris. The average price was $20,000.
